NCSL BOD MEETING- MAY 10, 2004

 

The meeting was called to order at 7:36PM.

 

Roll call shows a quorum.  Clubs not present: Arlington, Arundel, Ashburn, Baltimore Bays, Calvert, Columbia, Crofton, Fort Washington, Herndon, Laurel, Lee Mt-Vernon, Manassas, Potomac, Reston, Soccer Assoc. of Columbia, Severna Park, Seneca, St. Mary’s, Sterling, Takoma Park and Winchester.

 

There was a tragedy at the Soccerplex on Sunday.  A member of the Damascus Soccer Club collapsed and died.  A memorial fund is being set up by the club.  Donations may be sent to:

Motion:  That the NCSL contribute $100. to the memorial fund.

Motion passes.

 

Ray Greenberg-R&D-It has been a good season, below normal in the number of hearings.  Remember that the USSF rules do not allow a player to not sit out at their next game because they are protesting the red card.

 

Lisa Wilson-Registrar-An e-mail will go to certain clubs because there are 15 teams still not in rosterpro.  She has the player passes for the fall.  The VYSA board wants to make team #’s standard throughout the state so your team number may change.  All player passes and roster changes must be made in black ink only.  All player passes will need to be laminated in the fall.  Releases and transfers will be on the same sheet in the fall.  There also should be a new version of rosterpro in the fall.  Club reps are going to have more responsibility to help get things done.  Want to standardize the way that players can be released for non-payment of funds.

 

Debi Honaker- Fairfax Co. is going to be charging $5.50 per player per season and a $15.00 per team tournament fee for any field used in Fairfax Co.  No concessions are allowed on school property.

 

John Ellis-Player Development- There has been some good soccer at the fields on the past weekends.  When hear of loss of life, it makes us think of risk management in clubs.  All clubs need to remind players to bring water and first aid kits.  Remind coaches to be thoughtful of risk management.  He will be running an adult soccer camp for a week in Maryland.  Probably the only adult camp in the state.

 

Jeff Skigen-President’s Report- This is the time of year when we look for people to step up and get involved.  Jim Ferguson has again agreed to chair the nominating committee.  You can e-mail him at braltr@aol.com or call at 202-726-3834 if you are interested in running for office.  Jeff announced that he will not stand for re-election.  He also remarks that I am very proud to have had the opportunity to be the president of NCSL which has an incredibly high reputation around the country.   There will be an announcement about the other officers this week.

 

Announcements:

Every spring we have the same problem with the U19 teams.  The players graduate and want to get to the beach, etc.  If we could do an 8 team division with just 7 or 8 games in the spring season for this group it would work better for them.

 

Frederick is combining with FC Frederick, they will no longer be Frederick Excel.

 

McLean has a position paper recommending short-sided play for the U11’s and U12’s.  WAGS will probably play 8v8 for the U11’s this fall.

Jeff’s view is that the issue is not small-sided, it is the implementation.  There is the problem of field size, goal size, more teams which then need more referees, and state cup issues unless the regions move to small-sided for regional play.
